At the moment it looks like you are trying to write mostly lines

  author .writerow (variables)

  tmp_STID equals str (tmp [0])  tmp_T = float (tmp [4])    tmp_RH = float (tmp [3])  tmp_Times Float (tmp [2])

  [tmp_STID, = tmp_T, tmp_RH, tmp_Time]

Also, do you feel like you are opening the latest new CSV file for each era? Should it be outside this particular cycle?
