When someone sets at least one of these registry keys, Windows Vista first tries to find an IP address using the BROADCAST flag in the DHCP Discover fields. If this fails, Windows tries to obtain an IP address that has the BROADCAST flag in DHCP discovery packets.

If the router and DHCP server cannot process DHCP discovery packets, Windows Vista cannot obtain an IP address. Disables the BROADCAST flag fix and also sets DhcpConnEnableBcastFlagToggle to 0.
This process issue does not exist by default on XP Windows SP2, XP Windows SP3, or Windows Powerful because the BROADCAST flag is enabled differently (DhcpConnEnableBcastFlagToggle = 0).
