I am assuming that the client is not on the same network as the server and therefore cannot connect to this top secret IP address on the Internet. Your client is aware of this croaking problem.
The actual hotfix needs to be installed on the server side. Some clients might be configured to actually try to bypass these faulty servers, instead ignoring the displayed IP and therefore trying to connect to the same IP as the FTP connection, but on a pay port. Which will be used in the PASV response. This helps in some cases of misconfiguration of the host, but not in practical cases.
If you have the choice to use a different protocol such as SFTP / SCP (but not FTPS) or HTTP as hPart of the server, I recommend you use this one. FTP is known to cause a lot of problems when firewalls or NATs are involved, which pretty much means problems over the Internet.
