Make sure the date on this key matches the date from which IIS was installed on the server. If the agreed delivery date is later than the last IIS date, install the MachineKey that was used to encrypt the metabase and you have reinstall IIS.
How do I restart Iisadmin?
Click Start, Settings, Control Panel, Administrative Tools.Open services.Right-click on the IIS Management Service and select Stop, Start, or Restart.
The best and fastest solution to the slove problem is to go back to restoring the machine key, starting with the “C23” system state backup.
If you don’t back up your system, reinstalling IIS will also allowum this scenario. Uninstalling and reinstalling only the IIS 6 metabase compatibility role service also works.
Make sure the MachineKeys folder has full administrator and system access. Make sure the central Administrators and System have full read / write access to C23.
IIS depends on an encryption / decryption key for metabase recommendations. If we do not have some of the required permissions, IISADMIN will not be able to read the metabase configuration without this key and therefore will not start.

Inetinfo.exe or IIS Admin Service Helper is a section of Microsoft Internet Information Services (IIS) that is used for debugging. IIS is Microsoft’s server software.
Removing any Inetinfo.exe from the task will fix the problem through the manager, andyou will most likely start the IIS Admin service.
