As mentioned in my comment above, I was able to echo the anger. Oddly enough, my period is not the question. Windows 7 has a big problem with the .chm line (case insensitive) anywhere in the folder hierarchy! It looks like it has something to do with KB 319247 where # is not correctly resolved in the directory name. Thank you, @Bob!

If the downloaded computer .chm files are from the Internet, the Windows process will LOCK them. You can unblock by clickingOpen a new properties dialog and check the Unblock box below.

If you are using Windows Server 2008 or Windows 7, perhaps other modern Windows operating systems, Windows has already created a quick solution. Right click on the .chm file and you will see the Files.chm File Properties dialog box showing the change titled “Unlock” at the bottom. Click Unblock and OK, click and try to open the chm file again, idea works fine. This does not work for Windows XP, other versions, or earlier versions of Windows.
